NOTICE OF JOINT INFORMATIONAL BRIEFING

The purpose of  this joint informational briefing is to review the issues, under the purview of the Child Protective Services branch, such as but not limited to youth drug use, rave clubs, underage drinking, underage prostitution, and cyber crime (electronic enticement toward minors for illegal purposes).

 

According to a recent poll on child abuse found that isle residents hold misconceptions.  In Hawaii, 64 percent of residents have difficulty recognizing child abuse.  However, 2 out of 3 residents would report abuse to Child Welfare Services, if the child was a stranger.[1]

 

At the conclusion of the briefing, the Chairs of the Senate and House Human Services Committee will highlight the top solutions obtained through the briefing, in the form of bill proposals or recommended administrative policy changes to agencies with oversight of youth to better address neglect, abuse, violence and illegal drug use by youth in Hawaii.

 

In addition, the following organizations or individuals have been invited to participate in this briefing:

Department of Human Services, Child Protective Services & Child Welfare Branch

Honolulu Police Department

The Hawaii Meth Project, Executive Director Cindy Adams

Hina Mauka, Executive Director Alan Johnson

The Hawaii Children's Trust Fund

Joyful Heart

Individuals with direct knowledge of child abuse or neglect

Agencies and faith based organizations which receive state funding for youth victims of abuse, neglect, and violence.

Only testimony from people on the testifiers list will be accepted.

 

Persons on the testifiers list wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

 

·    Testifier's name with position/title and organization;

·    The Committee the comments are directed to;

·    The date and time of the hearing;

·    Measure number; and

·    The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
