Enacts the optional total unemployment rate trigger.

RELATING TO UNEMPLOYMENT INSURANCE BENEFITS.

Authorizes an individual that is attached to a regular employer that is not offering work to continue to be eligible to receive unemployment insurance benefits even if that individual voluntarily or involuntarily separates from part-time employment, with or without good cause from a secondary employer during that week.

RELATING TO DISLOCATED WORKERS.

Authorizes the department of labor and industrial relations to exercise enforcement powers against an employer in a covered establishment.  Amends the definition of a "covered establishment" subject to chapter 394B, HRS, relating to dislocated workers, to include any business entity that employs at least one person within the previous year.

·         In person:  One copy of their testimony to the committee clerk, Room 407, State Capitol.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

·         LATE TESTIMONY – Testimony received after the testimony deadline will be posted on the legislature's website after the hearing ends.  If you are testifying in person, please bring one copy of your testimony to Room 016 and give to the committee clerk PRIOR to the start of the hearing

 

Please note:  If you submit your written testimony after the testimony deadline, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing. 

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
