Requires reports, using key performance indicators, to be provided to the legislature. Creates the corrections and program report as a consolidated report of certain other annual reports. Specifies criteria that must be considered in deciding whether to transfer inmates between correctional facilities located in Hawaii and to transfer inmates from Hawaii to mainland facilities. RELATING TO THE WIRELESS ENHANCED 911 FUND. Requires the independent audit of the wireless enhanced 911 fund to be conducted annually rather than biannually. Requires that information on the status of projects undertaken or planned by public safety answering points, and the results of the annual audit, to be included in the wireless enhanced 911 board's annual report to the legislature. Requires the initial annual audit to be conducted in 2011 and its results to be reported to the legislature in 2012. Effective 7/1/2050. (SD1)

RELATING TO THE DEPARTMENT OF THE SHERIFF. Creates a task force to plan for the establishment of a department of the sheriff to assume responsibilities and functions exercised by the sheriff division of the department of public safety. Report to the legislature. Effective 07/01/2050. (SD2)

RELATING TO THE PENAL CODE. Expands the offenses of assault against a law enforcement officer in the first and second degree to include assaults against firefighters and water safety officers. Effective 7/1/2050. (SD1)

RELATING TO INSURANCE. Exempts from insurance code, associations organized before 1880 with only members who are active, retired, or honorably discharged members of the U.S. armed forces and whose principal purpose is to provide specified benefits to members. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
