RELATING TO PSEUDOEPHEDRINE.

Reclassifies pseudoephedrine as a schedule V drug that may only be dispensed with a prescription with certain exceptions; makes conforming amendments.  Requires retail sellers of drugs containing pseudoephedrine to remove these drugs from their over-the-counter inventories no later than 7/1/2011.  Effective 7/1/2050.  (SD2)

RELATING TO THE HAWAII PREPAID HEALTH CARE ACT.

Repeals the sunset provision of the Hawaii Prepaid Health Care Act.  Repeals Act 99, Session Laws of Hawaii 1994, which repealed the sunset provision of the Hawaii Prepaid Health Care Act effective upon the enactment of certain federal law.  Effective 7/1/2050.  (SD1)

Requires BLNR to consider the roles of dams and reservoirs as important water resources for the State and the need to maintain and operate them in a safe and feasible manner.  Effective 7/1/2050.  (SD1)

RELATING TO INTOXICATING LIQUOR.

Authorizes the county liquor commissions to require training and certification for liquor servers or sellers; exempts employees whose job duties involve only incidental contact with liquor.  (SD1).

RELATING TO TAXATION.

Establishes a new markets tax credit for qualified equity investment on a credit allowance date and that is exempt from the requirements of section 704(b)(2) of the Internal Revenue Code; restricts community development entity investments to low-income communities in Hawaii; includes franchise taxes under chapter 241, HRS, and insurance premium taxes under chapter 431, HRS, as eligible for the tax credit.  Effective 7/1/2050.  (SD2)
