RELATING TO HEALTH.

Exempts the preparation of hand-pounded poi from certain Department of Health (DOH) requirements regarding food safety.  Imposes labeling requirements on hand-pounded poi not made in approved food-processing facilities.  Authorizes DOH to conduct inspections under certain circumstances.  Effective January 1, 2050.  (SB101 HD1)

RELATING TO BUILDING DESIGN FOR PERSONS WITH DISABILITIES.

Establishes an accessible building design special account, within the Disability and Communication Access Board (Board) Special Fund, for fees to be deposited and expended.  Allows the Board to charge a fee to defray expenses of reviewing construction plans to ensure compliance with law.  Establishes fees for the review of buildings and facilities, until the Board adopts rules.  Effective July 1, 2040.  (SB150 HD1)

RELATING TO CORRECTIONS.

Prohibits physically restraining inmates who are pregnant or in postpartum recovery, unless extraordinary circumstances exist.  (SD1)

RELATING TO HISTORIC PRESERVATION.

Requires one per cent of all state fund appropriations designated for the construction and renovation of state buildings to be deposited into the Hawaii Historic Preservation Special Fund.  Adds the costs related to site modifications, display, and interpretive work necessary to enhance the visitor experience for the Bernice Pauahi Bishop Museum, Iolani Palace, Washington Place, and Mauna Ala to the uses of the Fund.  Requires reports to the Governor and Legislature.  Effective July 1, 2011.  (SB333 HD1)

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION.

Authorizes the Hawaii health systems corporation to mortgage its real property, with some restrictions, and clarifies that the dollar cap on municipal leasing authority applies to each regional system.  Effective July 1, 2050.  (SB414 HD1)

RELATING TO INTOXICATING LIQUOR.

Authorizes the county liquor commissions to require training and certification for liquor servers or sellers; exempts employees whose job duties involve only incidental contact with liquor.  (SD1).

RELATING TO PERMITTING.

Establishes a temporary task force to review state and county administrative rules to be amended or repealed to expedite and make less burdensome the permitting and approval process.  Effective July 1, 2112.  (SB1213 HD1)

RELATING TO PUBLIC SCHOOL LANDS.

Permits the Department of Education, with the approval of the Board of Education, to lease certain public school lands for the development of affordable workforce housing rental units under specified conditions.  Establishes a public school construction tax credit not exceeding ten per cent of construction costs incurred under such leases.  Effective July 1, 2011.  (SB1385 HD1)
