A BILL FOR AN ACT
RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE 42ND REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2011-2012.
1. To be expended by the department of education:
A. Ewa elementary school, Oahu
Design, construction, and equipment to construct an eight-classroom building.
Design $ 700,000
Construction $ 9,500,000
Equipment $ 100,000
Total funding $10,300,000
B. Ewa elementary school, Oahu
Design, construction, and equipment for an air conditioner for buildings C and D.
Design $ 80,000
Construction $ 600,000
Equipment $ 1,000
Total funding $ 681,000
C. Waipahu intermediate school, Oahu
Design and construction to upgrade the electrical and telecommunications systems.
Design $ 140,000
Construction $ 1,200,000
Total funding $ 1,340,000
D. Waipahu intermediate school, Oahu
Design and construction to extend the parking lot to ease traffic flow into Waikele road.
Design $ 30,000
Construction $ 450,000
Total funding $480,000
E. Waipahu intermediate school, Oahu
Design and construction to construct a fence along the back of the campus to assist in security into Waikele road.
Design $ 10,000
Construction $ 90,000
Total funding $ 100,000
F. Waipahu high school, Oahu
Plans, design, and construction to carpet the band room.
Plans $ 1,000
Design $ 1,000
Construction $ 28,000
Total funding $ 30,000
G. Waipahu high school, Oahu
Plans, design, and construction for electrical upgrades in buildings H, G, and Q.

2. To be expended by the department of transportation:
A. Leeward bikeway, Oahu
Plans, land, design, and construction for phases one and two.
Plans $ 100,000
Land $10,000,000

Total funding $25,100,000
3. To be expended by state civil defense:
A. Honouliuli flood mitigation, Oahu
Study, planning, and design, or as matching funds for federal emergency management agency appropriations for Honouliuli flood mitigation project in Ewa.
Total funding $ 50,000
SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2011.
