A BILL FOR AN ACT

 

 

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR THE VOCATIONAL REHABILITATION AND SERVICES FOR THE BLIND DIVISION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The vocational rehabilitation and services for the blind division of the department of human services administers the Hoopono program to provide services for the blind and the visually-impaired.  The goal of Hoopono is to enable students of the program to:

     (1)  Attain maximum vocational and functional independence with Hoopono's team of skilled professionals who provide varied services to meet students' individual needs;

     (2)  Take classes and learn new skills without the use of residual vision and become proficient in the use of the long cane;

     (3)  Develop a positive attitude about themselves; and

     (4)  Develop confidence and blindness skills to enable them to obtain employment and make their dreams a reality.

     The purpose of this Act is to provide funding to enable the vocational rehabilitation and services for the blind division of the department of human services, to upgrade equipment and facilities for the Hoopono program.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $773,000 or so much thereof as may be necessary for fiscal year 2011-2012 for the vocational rehabilitation and services for the blind division of the department of human services to upgrade equipment and facilities for the Hoopono program.

     SECTION 3.  The director of finance is authorized to issue general obligation bonds in the sum of $773,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2011-2012 for the vocational rehabilitation and services for the blind division of the department of human services to upgrade equipment and facilities for the Hoopono program as provided in section 2 of this Act.

     SECTION 4.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2014, shall lapse as of that date.

     SECTION 5.  The sum appropriated for the respective capital improvement projects set forth in section 2 shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 6.  This Act shall take effect on July 1, 2050.
