RELATING TO ELECTRIC UTILITIES.

Authorizes the Public Utilities Commission to allow electric utility companies to recover all power purchase costs that have been approved by the Commission.  (SD1)

RELATING TO ELECTRICITY.

Authorizes the PUC to develop, adopt, and enforce reliability standards and interconnection requirements; authorizes the PUC to contract for the performance of related duties with a party that will serve as the Hawaii electricity reliability administrator.  Authorizes the collection of a Hawaii electricity reliability surcharge to be collected by Hawaii's electric utilities.  (SD2)

RELATING TO ENERGY.

Proposed HD 1: 

Authorizes the PUC to establish a grid reliability rate surcharge to electric utility companies to encourage the negotiation of new or existing power purchase agreements with renewable energy producers that contain an avoided cost rate and generally eliminate curtailment. Authorizes the PUC to provide a higher rate of return to an electric utility company for capital investments made to support the integration of new renewable energy based power generation facilities.

Requires the public utilities commission to publish contracts, including price information, for the purchase of renewable energy by energy utilities on a publicly-accessible portion of the commission's website.  (SD1)

RELATING TO RENEWABLE ENERGY.

Allows the public utilities commission to direct electric utilities to develop or consider specific scenarios and resource options as part of their integrated resource plans.  (SD2)

RELATING TO SUSTAINABILITY.

Renames the Hawaii economic development task force the Hawaii food and energy security council and extends the sunset date of the council to 6/30/14.  (SD2)

RELATING TO ENVIRONMENTAL PROTECTION.

Requires businesses in the State to collect a fee for single-use checkout bags provided to a customer.  Allows businesses to keep twenty per cent of the fees for the first year of the program and ten per cent of the fees thereafter, subject to income and general excises taxes.  Requires fees to be collected on single-use checkout bags not prohibited by county ordinance.  Deposits all fees into a special account in the environmental management special fund.  Requires first $800,000 of all fees collected to be expended by DOH for costs relating to administrative, education, audit, compliance, and enforcement activities associated with the fee.  Requires any remaining fees collected to be deposited in the environmental response revolving fund

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
