Establishes veterinary license renewal requirement of twenty continuing education credit hours.

RELATING TO UNIFORM COMMERCIAL CODE ARTICLE 9.

Implements the amendments to Article 9 of the Uniform Commercial Code, relating to secured transactions, set forth by the Uniform Law Commission.  Effective July 1, 2013.

RELATING TO PORTABLE ELECTRONICS INSURANCE.

Establishes provisions for the sale of portable electronics insurance.  Requires vendors to hold a limited lines license to sell or offer coverage under a policy.  Effective January 1, 3000.

RELATING TO ESCROW DEPOSITORIES.

Amends the fee structure for services provided by the Division of Financial Institutions of the Department of Commerce and Consumer Affairs for escrow depository regulation; amends fines for violations of escrow depository regulations; and adjusts bond requirements for escrow depositories.  Effective January 1, 3000.

RELATING TO FINANCIAL INSTITUTIONS.

Adjusts regulatory fees for financial institutions to more accurately reflect today's economy.  Effective July 1, 3000.

Status

RELATING TO MONEY TRANSMITTERS.

Authorizes the Commissioner of Financial Institutions to require money transmitters to register with the Nationwide Mortgage Licensing System; amends the fee structure for services provided by the Division of Financial Institutions for the regulation of money transmitters; amends the fine for violations of money transmitter regulations.  Prohibits the Commissioner from establishing or adjusting fees by rule.  Effective July 1, 3000.

FAX:       For comments less than 5 pages in length, transmit to 586-6001 (Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web); or

WEB:      For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
