RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

Authorizes the Hawaii public housing authority to develop public housing projects under a partnership or development agreement with a private party.  Provides exemptions from chapters 103 and 103D if not prohibited by federal law or regulation.  Requires annual report to the legislature.  Effective July 1, 2030.  (HB1398 HD1)

RELATING TO LIABILITY INSURANCE.

Requires care home operators to carry liability insurance to cover the operations of the care home.  Exempts care home operators operating under a contract with either the Department of Health or Department of Human Services who are in compliance with the liability insurance coverage requirements under the contract.  Effective January 7, 2059.  (HB2776 HD2)

RELATING TO HOSPITALS.

Establishes a hospital sustainability fee and special fund to receive moneys from the hospital sustainability fee to receive federal medicaid matching funds under the QUEST Expanded Medicaid Section 1115 Demonstration Waiver.  Requires the Department of Human Services to charge and collect a provider fee on health care items or services provided by hospitals.  Effective July 1, 2012, and repealed on June 30, 2013.  (HB2275 HD2)

RELATING TO LONG-TERM CARE FACILITIES.

Establishes a nursing facility sustainability fee and a special fund to receive moneys from the nursing facility sustainability fee to receive federal Medicaid matching funds under the QUEST Expanded Medicaid Section 1115 Demonstration Waiver.  Requires the Department of Human Services to charge and collect a provider fee on health care items or services provided by nursing facilities.  Effective July 1, 2030, and repealed on June 30, 2013.  (HB2274 HD2)

RELATING TO MEDICAID.

Requires certain Medicaid recipients to pay a copayment for prescription drugs covered under the recipients' Medicaid benefits in accordance with a program developed by the Department of Human Services.  Requires the Department of Human Services to seek the approval of the Centers for Medicare and Medicaid Services prior to the establishment and implementation of the program. RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST THE HAWAII ISLAND COMMUNITY DEVELOPMENT CORPORATION.

Authorizes the issuance of SPRBs to assist the Hawaii Island Community Development Corporation to construct an adult day care facility in Hilo, Hawaii.  Effective July 1, 2030.  (HB2334 HD2)

RELATING TO PUBLIC HOUSING.

Prohibits smoking in enclosed or partially enclosed common areas of public housing projects and state low-income housing.  Requires the Hawaii Public Housing Authority to adopt rules to expand the areas to which the smoking prohibition will apply.  Effective January 7, 2059.  (HB46 HD2)

RELATING TO HUMAN SERVICES.

Allows the department of human services to draw from other funds appropriated to the department of human services in the event the general assistance appropriation is insufficient to meet General Assistance benefits payments.  Appropriates moneys from the general fund to maintain funding levels of programs for public welfare.  Creates an unspecified amount of positions under the department of human services for the supplemental nutrition assistance program.  Requires financial institutions to report suspected financial abuse of an elder to appropriate law enforcement.  Establishes the Hawaii interagency council on homelessness, to be repealed on 6/30/2022.  Authorizes the department of human services to place on its public website information and printable posters on the National Human Trafficking Resource Center Hotline.  Creates a task force on human trafficking and specifies members.  Allows a community care foster family home to have six months to find another medicaid client when the community care foster family home loses its only medicaid client.  Changes the minimum age requirement for nurse aide substitute caregivers to be consistent with federal law, which is eighteen years.  Allows for a fair and equitable reimbursement system for all clients under the medicaid program for community based caregiver services.  Allows for a fair and equitable referral system for clients transferring from hospitals to community based care homes.  (Proposed SD1)

RELATING TO LONG-TERM CARE.

Implements the long-term care partnership program, allowing individuals to qualify for medicaid coverage for continued long-term care prior to exhausting their assets.  Effective July 1, 2050.  (HB1689 HD1)
