RELATING TO VOTER REGISTRATION.

Updates voter registration laws, including authorizing the acceptance of electronic applications to register to vote and the development of an online voter registration system that will cross-check the contents of the application with data associated with previously issued government identification.  Makes an appropriation.  Effective July 1, 2030. RELATING TO ELECTIONS.

Permits the mailing of absentee ballots to all registered voters in areas with less than five hundred voters that would otherwise require a unique ballot type and an individual polling place.  Effective January 7, 2059.  (HB1754 HD1)

RELATING TO ELECTIONS.

Authorizes the county clerk of a county with a population of less than 100,000 to mail an absentee ballot to all properly registered voters on an island of the county that is not contiguous with the county seat of government.

RELATING TO THE REAPPORTIONMENT COMMISSION.

Places the reapportionment commission within the office of elections for administrative purposes.  Directs the chief election officer to request an appropriation from the general fund to support the commission, to be effective in the year in which the commission is constituted.

PROPOSING AN AMENDMENT TO ARTICLE IV, SECTION 2, OF THE HAWAII STATE CONSTITUTION TO ADD A RESIDENCY REQUIREMENT FOR MEMBERS APPOINTED TO THE REAPPORTIONMENT COMMISSION.

Proposes a constitutional amendment to require that the members of the Reapportionment Commission selected by the Senate President and Speaker of the House of Representatives, and the members selected by each of the legislators from the party or parties that are different from the Speaker and President's respective parties, be residents of different counties.  (HB2401 HD2)

RELATING TO THE WEED AND SEED PROGRAM.

Establishes the Weed and Seed program under the Department of Labor and Industrial Relations.  Appropriates an unspecified amount to the Young Men's Christian Association of Honolulu as a grant to support the Weed and Seed program on Oahu.  Appropriates an unspecified amount of funds for fiscal year 2012-2013 to maintain and expand the program.  Effective January 7, 2059.  (HB2773 HD3)
