RELATING TO PRODUCTION OF RECORDS.

Adds a new chapter to the Hawaii Revised Statutes allowing judges to order the production of records by persons or entities located outside of the State, in all criminal cases.  Requires Hawaii resident served with criminal process from another state to comply with the criminal process.  Amends the definition of summons under section 836-1, Hawaii Revised Statutes, to include subpeonas duces tecums.  Effective January 7, 2059.  (HB1777 HD1)

RELATING TO VIOLATION OF PRIVACY.

Amends the offense of violation of privacy in the second degree under section 711-1111, HRS, to exclude surveillance of another person in a stage of undress or sexual activity because that conduct is prohibited by the offense of privacy in the first degree under section 711-1110.9, HRS.

RELATING TO CREDIT FOR TIME OF DETENTION PRIOR TO SENTENCE.

Clarifies that defendants may not earn credit on a sentence imposed for a subsequent conviction for time being served on a previous felony conviction.  Effective July 1, 2012.  (HB2602 HD2)

RELATING TO PUBLIC HOUSING.

Provides the Hawaii public housing authority with the discretion to adopt rules to prohibit smoking throughout any public housing project and state low-income housing project.  Effective January 1, 2050.  (SD1)

RELATING TO FIREARMS.

Exempts National Rifle Association certified firearms instructors from absolute liability for injury or damage caused by discharge of their firearms during the course of providing firearms training at firearms training facilities to persons seeking to acquire a firearms permit.  Effective January 7, 2059.  (HB679 HD1)

RELATING TO CAMPAIGN SPENDING.

Requires the Campaign Spending Commission to maintain public records in a searchable database.  Adds a definition for "entity".  Amends reporting requirements for persons and entities.  Authorizes the Commission to monitor and penalize all persons failing to report campaign spending.  Mandates that the Commission implement rules for campaign spending consistent with campaign spending laws within 360 days of the effective date of this Act.  Effective January 7, 2059.  (HB2174 HD1)

RELATING TO PUBLIC ORDER.

Authorizes restaurant owners and managers, at their discretion, to permit dogs inside a restaurant, subject to certain conditions. (Proposed SD1)
