RELATING TO PUBLIC SAFETY.

Based on analysis and policy options developed as part of the justice reinvestment initiative. Amends statutes to require a pre-trial risk assessment to be conducted within three working; expand the parole board and require the use of validated risk assessments to guide parole decisions; limit length of incarceration for first-time parole violators; increase victim restitution payments by inmates; require a period of parole supervision prior to the maximum sentence date.

RELATING TO CRIME.

To promulgate law effecting implementation of criminal justice system policies and practices that would address inefficiencies in processing pretrial defendants, improve the targeting and allocation of resources aimed at reducing recidivism, and strengthening accountability by offenders.

RELATING TO PUBLIC SAFETY.

Requires the Hawaii paroling authority to establish a medical release program for inmates who are permanently and totally disabled, terminally ill, or geriatric and pose no public safety risk. Request the department of public safety to assess and refer inmates to the Hawaii paroling authority.  Sets conditions for medical release.

RELATING TO THE MILITARY.

Requires the Governor to enter into a memorandum of understanding with the U.S. Department of Defense to provide continued support for the military's presence in Hawaii.

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING.

Requires licensing boards to:  (1) allow applicants to demonstrate competency in lieu of work experience required; and (2) establish procedures to expedite the issuance of licenses, certifications, or permits to military spouses.

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING.

Requires professional and vocational licensing boards to accept military education, training, and service towards the qualifications of a license.  Requires the boards to adopt rules.

RELATING TO CONSUMER PROTECTION.

Authorizes the director of commerce and consumer affairs to enforce certain federal laws to protect military members and their families from abusive lending practices.

RELATING TO PROCUREMENT.

Requires the procurement policy board to adopt rules to promote Hawaii small businesses that include a 5% preference for small businesses, a 7% preference for veterans, and a 9% preference for disabled veterans.

RELATING TO HIGHER EDUCATION.

Amends the University of Hawaii college-credit equivalency program to include service in the United States armed forces. Requires the program to develop a learning assessment to determine eligibility.

RELATING TO FIRE PROTECTION.

Authorizes the county fire chief to require plans and documentation to show compliance with fire code and fire and life safety standards for the construction, alteration, rehabilitation, or addition to any building, structure, or property; change in use of buildings, property, or occupancy; and installation or alteration of any procedures, equipment, property, or structure for any life safety or fire protection systems.

Status

RELATING TO ELECTRIC GUNS.

Repeals the requirement that the Conservation and Resources Enforcement Program of the Department of Land and Natural Resources meet law enforcement accreditation or recognition standards of the Commission on Accreditation for Law Enforcement Agencies prior to using or obtaining electric guns, related equipment, and training.  Effective July 1, 2012.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
