RELATING TO THE HAWAII PUBLIC PROCUREMENT CODE.

Clarifies that, of the 20% of the State's annual purchasing expenditure set aside to be awarded to small businesses, at least 3% shall be awarded to veteran owned and service disabled veteran owned small businesses having 50 or fewer employees.  Effective 1/1/20.  (SD2)

RELATING TO TUITION ASSISTANCE.

Broadens the scope of the tuition assistance to Hawaii National Guard members attending the University of Hawaii and appropriates funds for that purpose.  (SD1)

Status

RELATING TO THE MILITIA.

Establishes an employer income tax credit for taxpayers who maintain employee insurance coverage for national guard members for the duration of the national guard members' active duty.  Expands the powers of the governor and governor's designee in calling the national guard into active duty.  Allows the adjutant general to order the national guard into active service for nonemergency purposes that are necessary and attendant to the mission of the department of defense.  Expands the rights granted to national guard members to incorporate rights granted under the Servicemembers Civil Relief Act and the Uniformed Services Employment and Reemployment Rights Act.  Effective 7/1/2050.  (SD2)

RELATING TO PRISON LITIGATION.

Imposes certain limitations and conditions on in forma pauperis prisoner lawsuits.  (SD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
