Exempts any state or county CIP from special management area guidelines and requirements.

RELATING TO ENVIRONMENTAL DISASTER RESPONSE.

Increases the environmental response, energy, and food security tax by 2 cents per barrel and deposits the increase into the wildlife recovery and rehabilitation special fund.  Establishes the wildlife recovery and rehabilitation special fund to support the operations of a facility to respond to oil and fuel-related disasters affecting native wildlife in the State.

RELATING TO SPECIAL MANAGEMENT AREA USE PERMITS.

Adds a provisional exception to the Special Management Area Use Permit requirement for development by excluding airports when necessary to comply with Federal Aviation Administration regulations. (HB2154 HD1)

Appropriate funds to the Department of Land and Natural Resources for the immediate protection of priority watershed forests to replenish Hawaii's water supplies and provide many other fundamental benefits to Hawaii's environmental health.

RELATING TO EMERGENCY RULES FOR THREATS TO NATURAL RESOURCES OR THE HEALTH OF THE ENVIRONMENT.

Broadens the conditions under which emergency rules may be adopted to include instances of imminent threat to natural resources or the health of the environment.

RELATING TO INTERISLAND ELECTRIC TRANSMISSION CABLE SYSTEMS.

Establishes a regulatory structure for the installation and implementation of an interisland high voltage electric transmission cable system and for the construction of on-island transmission infrastructure.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
