Establishes for the State Rehabilitation Council that at least ten members constitutes a quorum to do business and a concurrence of at least a majority of quorum is necessary to validate council action.  Repeals June 30, 2014.

Designates October as Domestic Violence Awareness Month.

RELATING TO CRIME.

Exempts applicants, recipients, or their minor dependents from the prohibition against divulging confidential information regarding their own information, and prohibits the Department of Human Services from adopting or enforcing rules or policies to prevent applicants, recipients, or their minor dependents from disclosing information regarding their applications, records, services received, or any pending investigations against them.

RELATING TO SPORTS.

Establishes the Hawaii Sports Task Force to plan and coordinate efforts to keep the Pro Bowl in Hawaii, and to secure Hawaii as a host site for a National Football League preseason and regular-season game, a world-title soccer tournament at Aloha Stadium, and a mixed martial arts Ultimate Fighting Championship tournament, at Aloha Stadium.

RELATING TO THE SUPER BOWL.

Establishes the Hawaii Super Bowl task force to plan and coordinate efforts to bring the Super Bowl to Hawaii.

RELATING TO INTOXICATING LIQUOR.

Changes classification of the offense of promoting intoxicating liquor to a minor from misdemeanor to a petty misdemeanor.  Requires a minimum 24-hour imprisonment for the first offense.  Authorizes longer imprisonment term for second, third, and subsequent offenses.

RELATING TO MEDICAID.

Requires the DHS to implement state-of-the-art technologies in its medicaid and children's health insurance programs to increase the department's ability to detect and prevent waste, fraud, and abuse in the programs.  Report to 2013 legislature.

RELATING TO LIMITATION OF ACTIONS.

Extends the statute of limitations for civil actions brought by persons subjected to sexual offenses as a minor against the person who committed the act.  Revives for a 2-year period certain actions for which the statute of limitations had previously lapsed.  Authorizes a court to award attorney's fees to a defendant when an accusation of sexual abuse was made with no basis in fact and with malicious intent.

RELATING TO CHILD PROTECTION.

Establishes a preference for allowing a child who has been or is at risk of being abused to remain in a safe family home, and requiring the perpetrator of the abuse to leave the home, in certain cases of reported or suspected child abuse or neglect.  Requires the abused child and the perpetrator of the abuse to receive treatment and services as part of the service plan to return a child in foster care back to the family home.

RELATING TO EDUCATION.

Requires the department of education, local school boards of public charter schools, and private schools to maintain, monitor, and enforce anti-bullying, anti-cyberbullying, and anti-harassment policies and procedures to protect students or groups of students from bullying, cyberbullying, and harassment.

RELATING TO AFFORDABLE HOUSING.

Requires the DOE to convey closed public school facilities to the HHFDC for development of affordable rental housing units.

Provides the Hawaii Public Housing Authority resident advisory board the flexibility to submit a list of no less than three but no more than five names of nominees to fill the resident member seat on the Hawaii Public Housing Authority Board of Directors.

RELATING TO TAXATION.

Requires the department of taxation to submit a report to the legislature and the Hawaii housing finance and development corporation on general excise tax exemptions for low-cost housing and affordable rental housing construction and development.

RELATING TO TAXATION.

Establishes a tax credit for taxpayers who employ unemployed or disabled veterans.  Establishes job reporting requirement.

RELATING TO COMPUTER CRIME.

Increases the penalties for:  (1) unauthorized computer access in the first degree from a class B felony to a class A felony and increases the required value of information obtained from more than $5,000 to more than $20,000; (2) unauthorized computer access in the second degree from a class C felony to a class B felony; and (3) unauthorized computer access in the third degree from a misdemeanor to a class C felony.

Limits to retail basic exchange services the services for which a telecommunications carrier must obtain approval from the PUC to charge a rate higher than the filed tariff rate.

Exempts all state agencies, except Department of Transportation, from all building codes and permitting requirements.  Requires exempted agencies to provide notice to the relevant county of water, sewer, and traffic effects.  Effective January 1, 2013.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED.

Exempts Department of Hawaiian Home Lands lessees from building codes and building-permitting requirements.  Requires the Department of Hawaiian Home Lands to establish its own building code and building-permitting requirements.  Requires the Department of Hawaiian Home Lands to provide notice of water, sewer, and traffic effects.
