Temporarily allows exemptions from the environmental review process under chapter 343, HRS, for certain narrowly defined state or county construction projects.

RELATING TO INFORMATION PROTECTION.

By January 1, 2014, requires businesses to implement a comprehensive, written policy and procedure to prevent identity theft, and to designate an employee to be responsible for protecting personal information.  Requires businesses to train all employees in the implementation of the policy and procedure.

RELATING TO BROADBAND.

Exempts the upgrading and new construction of broadband facilities on state and county property from state and county permitting processes.  Effective July 1, 2112.  Sunsets on   June 30, 2017.  (HB2324 HD1)

RELATING TO BROADBAND.

Requires the State and counties to approve, approve with modification, or disapprove all broadband related permits within forty-five days.  If no action is taken, the application will be deemed approved on the forty-sixth day.  (HB2325 HD1)

RELATING TO HOUSING.

Temporarily allows the dwelling unit revolving fund to reimburse the general fund for the principal of general obligation bonds issued for housing projects and programs.  Appropriates the moneys reimbursed to repair and maintain public housing units.  Effective on 7/1/12, and terminates on 6/30/14.

RELATING TO TELECOMMUNICATIONS.

Exempts the upgrading of existing wireless telecommunications facilities from state and county permitting processes.  Provides expedited permits for siting of wireless telecommunication facilities and proposed new tower and antenna support structure.  Effective July 1, 2112, to June 30, 2017.  Repeals in five years.  (HB2653 HD1)
