RELATING TO PUBLIC UTILITIES.

Requires the Public Utilities Commission, in exercising its authority and duties, to consider the costs and benefits of a diverse fossil fuel portfolio and of maximizing the efficiency of all electric utility assets to lower and stabilize the cost of electricity, without subverting the electric utilities' obligation to meet renewable portfolio standards.  (HB425 HD2)

RELATING TO EDUCATION.

RELATING TO FORFEITURE.

Prohibits law enforcement from seizing motor vehicles for forfeiture if the vehicle is primarily used by the owner for personal use and there has been no conviction for the underlying offense.

RELATING TO A DISCOUNT AND SAVINGS PROGRAM.

Establishes a discount and savings program to generate revenue for the Department of Hawaiian Home Lands for the purpose of maintaining its trust lands and communities, and educating participants about the state's natural resources.  Effective July 1, 2012.  (HB2532 HD1)

RELATING TO WAGES.

Clarifies the definition of "wages" in the Payment of Wages and Other Compensation Law, chapter 388, Hawaii Revised Statutes, to include any promised paid time off.  Allows vacation and personal time off to be accrued.  (HB2577 HD1)

RELATING TO INFORMATION FOR TEMPORARY DISABILITY INSURANCE CLAIMS.

Requires an employer to submit the Employer's Statement portion of a Temporary Disability Insurance claim form to the employee upon request.  Increases the fine for failure to provide information in a timely manner to $250 for a first delinquent request and $500 for a second or subsequent delinquent request.  (HB2579 HD1)

RELATING TO CIVIL LIABILITY.

Exempts the owners of private property from liability for injury, death, loss, or damage suffered by another if the person was allowed on the premises due to an emergency, unless it was intentionally inflicted or occurred by the gross negligence of the private property owner or an agent of the private property owner.
