A BILL FOR AN ACT

 

 

relating to aging.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 349, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§349-    Coordinator for active aging; established.  (a)  There is established within the executive office on aging a coordinator for active aging to coordinate and plan comprehensive active aging programs for elders.  These programs shall optimize opportunities for elders in the areas including but not limited to the following:

     (1)  Access to a full range of health and social services that address the needs and rights of individuals as they age;

     (2)  Lifelong learning;

     (3)  Involvement in formal work and volunteer activities; and

     (4)  Protection, safety, and dignity in regard to the social, financial, and physical rights and needs of people as they age.

The coordinator shall be appointed by the director in accordance with chapters 76 and 89.

     (b)  For purposes of this section, "active aging" means the process of optimizing opportunities for health, participation, and security in order to enhance quality of life as people age."

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2013-2014 and the same sum or so much thereof as may be necessary for fiscal year 2014-2015 to establish the coordinator for active aging position.

     The sums appropriated shall be expended by the executive office on aging for the purposes of this Act.

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2013.
