HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF HEALTH TO DEVELOP STANDARDS FOR THE TRANSPORT OF ASH GENERATED AT INCINERATION FACILITIES FOR OFFSITE RECYCLING.

 

 

 


     WHEREAS, the Honolulu Program of Waste Energy Recovery, commonly known as H-POWER, incinerates municipal solid waste and converts it into electricity that is sold to Hawaiian Electric Company, Inc.; and

 

     WHEREAS, H-POWER reduces the volume of waste that goes into landfills by ninety per cent; and

 

     WHEREAS, the main waste product from the operation of H-POWER or any other waste-to-energy facility is ash that is currently placed in landfills; and

 

     WHEREAS, the ash waste can be transported from the incineration facility to a recycling facility, resulting in almost no landfill use; and

 

     WHEREAS, to ensure safe transport of ash waste from an incineration facility to a recycling facility, the State should establish a set of standards applicable to transporters of ash; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the Senate concurring, that the Director of Health is requested to establish standards applicable to transporters of ash, including fly ash and bottom ash, generated at incineration facilities for offsite recycling; and

 

     BE IT FURTHER RESOLVED that the standards should include:

 

     (1)  Obtaining a unique identification number;

 

     (2)  Labeling practices;

 

     (3)  Requiring use of equipment to prevent ash discharge in transit;

 

     (4)  Requiring remedial action, including cleanup, if ash is discharged in transit;

 

     (5)  Using and maintaining a proper manifest; and

 

     (6)  Submitting reports and recordkeeping practices; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Health, who in turn is requested to transmit copies to all operators of waste-to-energy facilities operating in the State of Hawaii.
