A BILL FOR AN ACT

 

 

Relating to Youth and Family Programs.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 346, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§346‑    Interagency coordinating body for youth and family programs.  (a)  There is established an interagency coordinating body for youth and family programs within the department of human services, which shall be comprised of representatives from agencies with statewide authority and responsibility for serving youth and families.  The governor shall appoint the members of the interagency coordinating body without regard to section 26-34 and shall include among the membership representatives of the department of education, the department of health, the department of human services, the office of youth services, and any other agency assigned oversight responsibility for youth and family programs by law or administrative order.

     (b)  The department of human services shall be the lead agency for the interagency coordinating body.  As the lead agency, the department shall act as facilitator of the coordinating body by providing administrative support to the coordinating body.

     (c)  The interagency coordinating body shall:

     (1)  Set forth the role of the coordinating body and the responsibilities of each agency that is a party to the coordinating body;

     (2)  Review, amend, and propose all interagency agreements necessary to provide coordinated services to youth and families in the State; and

     (3)  Develop a strategic plan to foster interagency communication and increase efficiency of services and program delivery to youth and families, while also protecting rights of confidentiality and privacy.

     (d)  The interagency coordinating body shall submit to the governor and the legislature, no later than twenty days prior to the convening of each regular session, a report detailing activities of the coordinating body and progress on the strategic plan."

     SECTION 2.  New statutory material is underscored.


     SECTION 3.  This Act shall take effect upon its approval.
