A BILL FOR AN ACT

 

 

relating to education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  According to a department of education 2005 adequacy funding study, funding for public education over the next five years must be increased by $278,000,000 over the existing baseline level of funding.  In order to adequately fund public education in the State over the next five years the $278,000,000 increase in funding needs to be phased in over that five year timeframe.  For the fiscal biennium beginning in 2013-2014, it is necessary to appropriate $137,000,000 for the first two years of the five-year phased implementation plan.

     The purpose of this Act is to appropriate funds for public education in accordance with the department of education's five-year phased implementation plan.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $64,000,000 or so much thereof as may be necessary for fiscal year 2013-2014 and $73,000,000 or so much thereof as may be necessary for fiscal year 2014-2015 for public education, to be expended as follows:

     (1)  For fiscal year 2013-2014:

         (A)  $34,000,000 for elementary schools;

          (B)  $10,000,000 for middle schools;

          (C)  $15,000,000 for high schools; and

          (D)  $5,000,000 for combined and charter schools; and

     (2)  For fiscal year 2014-2015:

          (A)  $39,000,000 for elementary schools;

          (B)  $12,000,000 for middle schools;

          (C)  $17,000,000 for high schools; and

          (D)  $5,000,000 for combined and charter schools.

     The sums appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2013.
