     Your Committee on Health, to which was referred H.B. No. 653 entitled:

 

"A BILL FOR AN ACT RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR HAWAI‘I PACIFIC HEALTH,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to authorize the issuance of special purpose revenue bonds to assist Hawaii Pacific Health in financing the renovation and construction of health care facilities.

 

     Your Committee received testimony in support of this measure from Hawaii Pacific Health and Healthcare Association of Hawaii.  Your Committee received comments on this measure from the Department of Budget and Finance.

 

     Your Committee finds that Hawaii Pacific Health is the State's largest non-profit health care provider, which offers health care and medical services at four hospitals and forty-nine outpatient clinics and service sites and has more than five thousand four hundred employees and one thousand three hundred physicians on staff.  Your Committee further finds that Hawaii Pacific Health has a demonstrable need for capital for the construction and renovation of the first phase of the Kapiolani Medical Center for Women & Children Master Plan to meet the needs of its patients in a cost-effective manner.

 

     As affirmed by the record of votes of the members of your Committee on Health that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 653, and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
