RELATING TO AGRICULTURE.

Appropriates funds to operate and implement the Future Farmers of America and 4-H programs.

RELATING TO FOOD SELF-SUFFICIENCY.

Appropriates monies to the department of agriculture to create positions within the department to monitor local food production.  Requires the issuance of an RFP for the establishment of a food sufficiency baseline that determines the percentage of food locally produced and consumed.  Effective July 1, 2013.

Status

RELATING TO GENERAL EXCISE TAX.

Provides a GET exemption on amounts received by farmers for the sale of fresh farm produce intended for consumption within the State.

RELATING TO AGRICULTURE.

Expands livestock feed subsidies to include sheep, lamb, fish and crustaceans.  Appropriates funds.

Status

RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST AGRICULTURAL ENTERPRISES.

Assists agricultural enterprises in the State by authorizing the State to issue special purpose revenue bonds for their benefit. Contingent upon ratification of constitutional amendment authorizing the State to issue special purpose revenue bonds and use the proceeds from the bonds to assist agricultural enterprises.

Status

RELATING TO INDUSTRIAL HEMP.

Authorizes the Chair of the Board of Agriculture to establish an industrial hemp remediation pilot program.  Appropriates funds.

RELATING TO ANIMAL TRANSPORT.

Establishes food, water, cargo hold temperature, cargo transfer, and certification requirements for air transport of live animals.

RELATING TO PUBLIC UTILITIES.

Requires the PUC to establish preferential rates for the purchase of energy that is used or consumed for agricultural activities.

Status

RELATING TO THE DEPARTMENT OF EDUCATION.

Authorizes schools to grow food in school gardens for consumption in the school lunch program; provided that the food is inspected and certified as safe by the Department of Agriculture.  Allows nonprofit organizations to establish and administer fresh food distribution services.  Effective July 1, 2013.

HB 673

Status

RELATING TO PESTICIDES.

Requires the Department of Agriculture (DOA) to establish and implement a pesticide use reporting system in the State, including investigations of health complaints by the Department of Health.  Requires users of pesticides to report usage to DOA.  Permits DOA to impose a fee to recover costs.

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
