RELATING TO CREATIVE MEDIA DEVELOPMENT.

Amends motion picture, digital media, and film production tax credits.  Deletes Internet-only distribution exclusion for advertising; clarifies definitions of qualified production costs; amends the ceiling on total tax credit claim; and extends the sunset date to January 1, 2025.  (HB799 HD1)

Establishes the twenty-four hour marketplace task force to develop strategies to encourage visitor and resident spending through the establishment of twenty-four hour open-air cultural marketplaces across the State and recommend viable locations.

RELATING TO STARLIGHT RESERVE.

Extends termination date of temporary advisory committee relating to the statewide starlight reserve strategy from June 30, 2013, to June 30, 2015.  Effective June 29, 2013.

RELATING TO PROCUREMENT.

Allows past performance to be factored into future bid selection of a contractor including a review of delays, cost overruns, and compliance with project requirements.

RELATING TO THE PUBLIC LAND DEVELOPMENT CORPORATION.

Repeals chapter 171C, HRS, relating to PLDC.  Repeals requirement that HCDA assist the PLDC in certain specified areas.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
