RELATING TO EDUCATION.

Appropriates funds to the Hawaii educational policy center to conduct research and policy analysis on education issues.

RELATING TO EDUCATION.

Directs the University of Hawaii at Hilo College of Continuing Education and Community Service to establish a three-year pilot project that implements a comprehensive assessment program for certain students in grades seven, eight, and nine.  Requires a study on current programs used to enhance educational delivery.  Appropriation.  Effective July 1, 2013.

RELATING TO HIGHER EDUCATION.

Appropriates $350,000 to the University of Hawaii to hire a program coordinator and a technical support staff member for the proposed international flight training center and associated degree programs at the University of Hawaii at Hilo and Hawaii community college.

RELATING TO THE HAWAII ISLAND TECHNOLOGY EXCHANGE INSTITUTE.

Establishes the Hawaii island technology exchange institute administratively attached to University of Hawaii at Hilo through a collaboration between UH Hilo and Hawaii Community College.

Status

RELATING TO TOBACCO PRODUCTS.

Imposes an excise tax equal to $3.20 per net ounce of tobacco for each article or item of tobacco products, other than large cigars, sold by the wholesaler or dealer on and after January 1, 2014.  Requires the additional moneys collected under the excise tax to be deposited to the credit of the Hawaii cancer research special fund.

PROPOSING A CONSTITUTIONAL AMENDMENT TO ARTICLE X, SECTION 6, OF THE CONSTITUTION OF THE STATE OF HAWAII TO MODIFY THE APPOINTMENT PROCESS FOR THE BOARD OF REGENTS OF THE UNIVERSITY OF HAWAII.

Proposes a constitutional amendment to repeal the requirement that the Governor's appointments to the UH Board of Regents be made from candidates presented by the Regents Candidate Advisory Council.

RELATING TO COLLECTIVE BARGAINING.

Removes graduate students employed by the University of Hawaii from the list of state employees statutorily barred from inclusion in an appropriate bargaining unit.  Effective July 1, 2013.

Status

RELATING TO EDUCATION.

Establishes the post-secondary education commission within the department of commerce and consumer affairs.  Creates the framework for authorizing private post-secondary educational institutions in the State.  Repeals sections 304A-3151, 304A‑3152, 304A-3153, and 304A-3154, relating to the establishment of the post-secondary education commission within the University of Hawaii.  Creates the post-secondary education authorization subaccount of the compliance resolution fund established pursuant to section 26-9(o), Hawaii Revised Statutes.  Makes an appropriation for four full-time equivalent (4.0 FTE) permanent positions at the department of commerce and consumer affairs.
