Status

RELATING TO THE GENERAL EXCISE TAX.

Repeals the general excise tax exemption for housing projects built on federal lands.  Provides that tax revenues gained from repealing this exemption shall be deposited into the rental housing trust fund for the purpose of building affordable rental housing for homeless families with children.

RELATING TO OPEN CONTAINERS OF INTOXICATING LIQUORS IN PUBLIC HOUSING.

Prohibits the possession or storage of an open container holding intoxicating liquor on any sidewalk or common area within any public housing project under the jurisdiction of the Hawaii public housing authority

RELATING TO PUBLIC HOUSING.

Authorizes the Hawaii public housing authority to delete from its accounts receivable records, accounts for vacated units in state low-income public housing projects that are delinquent for at least 90 days.

RELATING TO DISPOSITION OF PERSONAL PROPERTY ON PUBLIC HOUSING PROPERTIES.

Provides the process by which the Hawaii Public Housing Authority may dispose of abandoned or seized property that it has acquired on state public housing projects.

RELATING TO PUBLIC HOUSING.

Prohibits the Hawaii public housing authority from considering a prospective tenant's conviction for a minor crime that occurred five years or more before the application date.  Provides exceptions for crimes involving drugs, violence, sexual offenses, and alcohol.

RELATING TO PUBLIC HOUSING.

Authorizes the Hawaii public housing authority to process terminations of tenancy or evictions from the federal low-income public housing program without providing a grievance hearing when permitted by the federal government.

Appropriates funds to the HPHA to leverage funds for the redevelopment of the Mayor Wright homes.

Requires the counties to allow the construction of accessory dwelling units on lots where a residential dwelling unit is permitted.

Updates the Hula Mae Single Family mortgage loan program to allow for broader program participation by potential homeowners, add downpayment assistance as a program feature, and make housekeeping and conforming amendments.

RELATING TO HOUSING.

Exempts qualifying high-rise dwelling projects with affordable rental units in the urban core of Honolulu from height restrictions.

RELATING TO THE DISCLOSURE OF ENERGY CONSUMPTION TO RENTERS AND LESSEES.

Requires disclosure of energy cost information to prospective tenants in rental or lease transactions.

RELATING TO THE DEFINITION OF PUBLIC HOUSING PROJECT.

Expands the definition of "public housing projects" to include all potential properties that could be managed by a public housing agency under HUD regulations.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
