RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Appropriates $2,800,000 to the Hawaii health systems corporation to implement and sustain its primary care training program at the Hilo medical center.

RELATING TO LEAVES OF ABSENCE. Requires certain private employers to allow employees to take paid leaves of absence for organ, bone marrow, or peripheral blood stem cell donation. Requires employers to restore an employee returning from leave to the same or equivalent position. Establishes a private right of action for employees seeking enforcement of provisions.

RELATING TO HEALTH. Establishes the maternal mortality review committee to conduct comprehensive reviews of maternal deaths in Hawaii, which includes collecting, analyzing, and disseminating maternal mortality information. Requires the committee to hold meetings and submit an annual report with findings and recommendations to the legislature.

RELATING TO HEALTH. Requires the department of health to classify and recognize qualified hospitals and health care facilities that provide care to stroke patients. Allows hospitals and health care facilities to publicly advertise their recognition. Requires hospitals and health care facilities to report data to the department. Requires the department to create guidelines for pre-hospital stroke-triage assessment and maintain a statewide stroke database. Requires the department to provide an annual report to the governor and legislature. Takes effect on 7/1/15.
