Status

RELATING TO RESOLVING THE UNFUNDED LIABILITIES OF THE STATE AND THE COUNTIES.

Defines "public employer".  Requires the EUTF to establish a separate trust fund for public employer contributions with separate accounts for each public employer.  Requires the annual public employer contribution to be equal to the annual required public employer contribution, to be determined by an actuary commencing with FY 2018-2019.  Requires the use of a portion of the general excise tax revenues to supplement deficient state public employer contribution amounts commencing with FY 2018-2019.  Requires the use of a portion of the transient accommodations tax revenues to supplement deficient county public employer contribution amounts commencing with FY 2018-2019.  Establishes a schedule to phase-in the annual required state public employer contribution requirement.  Requires the director of finance to report to the legislature on an implementation plan to have both the EUTF and the ERS jointly sharing investment information and services for the benefit of the trust fund and to establish disbursement channels for county public employer contributions into the trust fund.  Effective 7/1/2050.  (SD1)

RELATING TO WAGES.

Requires employers to provide employees with specific wage and employer information in employees' pay records; requires employers to maintain accurate and timely wage recordkeeping.  Effective 07/01/50.  (SD1)

Status

RELATING TO COLLECTIVE BARGAINING.

Repeals language that prohibits parties from using arbitration to resolve impasses or disputes relating to the State and counties' contributions to the employer-union health benefits trust fund.  Repeals the procedures parties are required to follow after an arbitration panel issues a decision and the understanding that members of bargaining units are prohibited from striking on the issue of state and county contributions to the employer-union health benefits trust fund.  Makes housekeeping amendments relating to the scope of negotiations.  Effective 07/01/50.  (SD2)

Status

RELATING TO OCCUPATIONAL SAFETY AND HEALTH HEARINGS.

Authorizes the Hawaii labor relations board to provide written notice of hearing to all parties by first class mail at least fifteen days before the hearing, notwithstanding section 91-9.5, Hawaii Revised Statutes, and clarifies the board's powers for conducting appeals under chapter 396, Hawaii Revised Statutes.  Effective 07/01/50.  (SD1)

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
