RELATING TO THE CONVEYANCE TAX.

Increases the conveyance tax on certain real estate transactions and directs an additional amount of conveyance tax revenues to the natural area reserve fund for watershed protection and invasive species control.  Effective 07/01/2050.  (SD1)

RELATING TO BANYAN DRIVE.

Requires DLNR to enter into negotiations with the county of Hawaii for the lease of certain properties associated with Banyan drive to the county.  Requires DLNR to report to the legislature a lease agreement, or progress made if no agreement has been reached by 01/01/2014.  Effective 07/01/2013.  (SD2)

RELATING TO DEVELOPMENT OF PUBLIC HOUSING.

Authorizes the Hawaii public housing authority to develop public housing projects.  Authorizes the Hawaii public housing authority to develop commercial and industrial properties in connection with the development of public housing dwelling units.  Effective 07/01/2050.  (SD1)

RELATING TO IRRIGATION WATER DEVELOPMENT.

Allows for an engineering program administrator to oversee the responsibilities mandated by chapter 167, Hawaii Revised Statutes, for irrigation water development.

RELATING TO WATER CONSERVATION.

Encourages the department of health and the counties to promote widespread use of gray water in the interests of water conservation.  Requires use of gray water to conform to the latest edition of the Uniform Plumbing Code.  Defines gray water.  (SD1)

Persons wishing to offer comments should submit testimony NO LATER THAN 5pm, Sunday, March 17, 2013.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number.

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
