RELATING TO AGRICULTURE. Expands livestock feed subsidy to include feed for goats, sheep, lambs, fish and crustaceans. Creates a subsidy for qualified feed developers. Appropriates funds. Authorizes the DOA to dispose of lands to and negotiate and enter into leases with the ADC. Exempts non-agricultural park lands disposed of to the ADC from section 166E-8(b)(2) and (5), HRS. Effective July 1, 2050. (SD1)

RELATING TO AGRICULTURE. Leaves unspecified the agribusiness development corporation's limit on investments in qualified securities of any one enterprise. Makes an appropriation for the agribusiness development corporation to purchase agricultural land. Effective July 1, 2050. (SD1)

RELATING TO PROFESSIONAL EMPLOYER ORGANIZATIONS. Repeals chapter 373K, Hawaii Revised Statutes. Clarifies professional employer organization responsibilities with respect to meeting the statutory requirements of the repealed chapter 373K, Hawaii Revised Statutes, and the nexus between the registration of professional employer organizations and qualification for the state general excise tax exemption. Requires professional employer organizations to obtain a bond, or a letter of credit equivalent to the required bond amount, on a sliding scale that is based on total payroll amount. RELATING TO INSURANCE. Updates the Insurance Code by streamlining and improving the operations of the Insurance Division of the Department of Commerce and Consumer Affairs and ensuring that the Insurance Division retains its accreditation with the National Association of Insurance Commissioners. RELATING TO PUBLIC SCHOOL REDEVELOPMENT. Establishes a three-year pilot program to generate revenue through the lease of public school lands for public purposes. Establishes the school facilities special fund within chapter 302A, HRS. Repeals the schools facilities special fund in chapter 171C, HRS. Requires the lieutenant governor to submit a report to the legislature. Makes an appropriation for the pilot program. Effective 7/1/2050. (SD1)

RELATING TO HEALTH. Requires the department of health to post on its website reports of all inspections at state-licensed care facilities occurring on or after 1/1/15; provided that any report that includes a violation be removed from the website after three years. Establishes a working group to develop a new inspection form to be posted online with information that is fair to the care home operators and useful to the public. Appropriates funds for equipment, website and database development, and staff support. Effective July 1, 2050. (SD1)

RELATING TO HUMAN SERVICES. Establishes a refundable state Earned Income Tax Credit. Requires the Department of Human Services to offer financial education to applicants for and recipients of Temporary Assistance for Needy Families. Appropriates funds. Effective July 1, 2030. (HB385 HD2)

RELATING TO YOUTH. Requires the Office of Youth Services to coordinate a Safe Places for Youth Pilot Program to coordinate a network that youth may access for safety and where they may obtain advice, guidance, programs, and services. Appropriates funds. Provides that in awarding custody and visitation of a minor child, the court shall consider the preference that custody be awarded to both parents to ensure maximum continuing physical, emotional, and meaningful contact with both parents. Effective July 1, 2030. (SD1)

RELATING TO THE PUBLIC HOUSING AUTHORITY. Appropriates unspecified amounts of funds to the HPHA to leverage funds for the redevelopment of the Mayor Wright homes. Authorizes the payment of an allowance for expenses to a lieutenant governor whose legal residence is on an island other than Oahu who is required to remain away from the island of the lieutenant governor's legal residence but within the State overnight or longer while on official business. MAKING EMERGENCY APPROPRIATIONS FOR COLLECTIVE BARGAINING COST ITEMS. Provides fund authorizations and appropriations for all collective bargaining cost items for salary increases and other wage related costs in the arbitrated settlement for Unit (10) and its excluded counterparts for fiscal biennium 2011-2013.
