A BILL FOR AN ACT

 

 

relating to education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the accomplishments of the late United States Representative Patsy Takemoto Mink left a lasting impression on the people of the State of Hawaii and that Representative Mink deserves an appropriate memorial to recognize her legacy.  Born on December 6, 1927, Representative Mink was raised in Paia on the island of Maui, graduating from Maui High School as its valedictorian in 1944.  She subsequently attended the University of Hawaii, graduating in 1948 with a bachelor's degree in zoology and chemistry with the intention of attending medical school.  Despite her stellar academic record, she was refused admission to more than a dozen medical schools because she was a woman.  Upon her pursuit for a medical career being denied, Representative Mink applied for and attended the University of Chicago School of Law and graduated with a juris doctorate degree in 1951.  She was one of only two women in her class. 

     Representative Mink was elected to the Territorial Legislature of Hawaii in 1956.  In 1964, she was elected to the United States House of Representatives.  While serving in the House of Representatives, she spearheaded legislation that would become known as Title IX of the Education Amendments of 1972, P.L. 92-318, which barred discrimination based on sex in educational programs receiving federal funding.  Title IX opened innumerable professional and athletic opportunities that were previously denied to women and ensured that women would not share Representative Mink's experience of being denied admission to medical school based on her sex.  Upon Representative Mink's death in September 2002, Title IX was renamed the Patsy T. Mink Equal Opportunity Education Act in honor of her service on behalf of the people of Hawaii and women across the United States.

     In 2013, the legislature passed Act 134, Session Laws of Hawaii 2013, which in part appropriated funds for the plans, design, and construction of a new public high school in Kihei, Maui.

     The purpose of this Act is to require the department of education to name the new public high school in Kihei, Maui, in honor of Representative Mink.

     SECTION 2.  The department of education shall name the new public high school in Kihei, Maui, the "Patsy Takemoto Mink High School" in honor of the late United States Representative Patsy Takemoto Mink.

     SECTION 3. This Act shall take effect upon its approval.
