RESOLUTION

urging the transportation security administration to permit interisland travelers to bring poi through airport security checkpoints.

WHEREAS, kalo, the Hawaiian word for taro is a culturally significant plant for Hawaii's indigenous people and the State; and

WHEREAS, kalo expresses the spiritual and physical prosperity of the kanaka maoli and their heritage and also symbolizes environmental, social, and cultural values that are important to the State; and

WHEREAS, in 2007, the Legislature recognized kalo's significance in the State's history and well-being by designating it as the State plant; and

WHEREAS, kalo is an important food crop in Hawaii because it contains, among other things, fiber, vitamins C and B-1, potassium, magnesium, and iron; and

WHEREAS, kalo has hypoallergenic properties that are extremely important for those with digestive disorders and allergies, including young children and the elderly; and

WHEREAS, poi is produced by mashing kalo until it is a highly viscous paste; and

WHEREAS, some agents at the United States Transportation Security Administration airport security checkpoints have treated poi as if it were a liquid subject to capacity limits and have not permitted interisland airline passengers to carry quantities of poi that exceed the three-and-four-tenths ounce capacity limit through airport security checkpoints; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the Senate concurring, that the United States Transportation Security Administration is urged to allow interisland airline passengers to carry through airport security checkpoints quantities of poi that exceed the three-and-four-tenths-ounce capacity limit that applies to liquids; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Administrator of the Transportation Security Administration and the State of Hawaii Director of Transportation.
