RELATING TO RENEWABLE PORTFOLIO STANDARDS.

Increases renewable portfolio standards to seventy per cent by 2040 and one hundred per cent by 2050.

RELATING TO RENEWABLE ENERGY.

Requires the department of taxation, in collaboration with the department of business, economic development, and tourism, to submit a joint report to the legislature each year that is related to renewable energy technology properties, the total cost of renewable energy tax credit to the State, and the estimated economic benefit of renewable energy tax credit for each of the previous four taxable years.  Appropriates funds to respective departments to submit report.

Establishes renewable fuels production income tax credit.  Repeals ethanol facility tax credit.  Effective for taxable years beginning after December 31, 2014.

Amends definition of "high-voltage electric transmission cable system" to allow alternative configurations of the interisland transmission system.

RELATING TO NATURAL RESOURCES BENEATH THE SURFACE OF THE LAND.

Requires agreements to purchase geothermal and nonfossil fuel generated electricity to contain provisions that provide independent power producers with compensation for excessive curtailment.
