Makes an appropriation to the University of Hawaii at Hilo to support its memorandum of agreement with RISE 21st Century After School Program.

RELATING TO ACCESS TO JUSTICE.

Establishes the Hawaii justice league program to provide loan repayments on behalf of eligible lawyers that pursue public interest work in Hawaii.  Provides for loan repayments by the University of Hawaii William S. Richardson school of law.  Creates the Hawaii justice league revolving fund.

RELATING TO POST-SECONDARY EDUCATION.

Repeals the requirement that a private college or university show that it maintains profitability as a means of demonstrating financial integrity to the department of commerce and consumer affairs.  Repeals section 304A-3153, HRS, relating to procedures for complaints concerning institutions of higher education in the State.

RELATING TO TAXATION.

Provides an annual deduction of $5,000 per individual or $10,000 for a married couple filing jointly against their taxable income for contributions made to a college savings plan established under section 529 of the Internal Revenue Code.

RELATING TO HERITAGE BREED ANIMALS.

Directs the University of Hawaii college of tropical agriculture and human resources to conduct a study and inventory of heritage breed animals that existed in the State prior to 1778.  Appropriates funds.

RELATING TO THE CENTER FOR NURSING.

Amends the composition of the center for nursing advisory board by decreasing the number of members on the center for nursing advisory board to nine; specifying the membership of the advisory board to better facilitate the center for nursing's mission; and clarifying term limits and appointments to the advisory board.  Amends certain powers and duties of the advisory board.

RELATING TO THE BOARD OF REGENTS.

Prohibits the board of regents from meeting in executive session for the purposes of reviewing the performance of or discussing the finalists to be hired as system presidents or campus chancellors.

RELATING TO PROHIBITIONS ON UNIVERSITY OF HAWAII PREMISES.

Prohibits smoking, including the use of electronic smoking devices, and tobacco use on University of Hawaii premises.

RELATING TO COLLEGE-CREDIT EQUIVALENCY PROGRAMS.

Requires, rather than authorizes, UH to establish policies and procedures for the awarding of credits for college-level learning gained from work or other life experiences, other than military service covered under current law.  Requires UH to report to the legislature on its progress in awarding the college credits.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
