RELATING TO TOBACCO PRODUCTS. Imposes an excise tax equal to eighty-five per cent of the wholesale price of any tobacco product, other than large cigars, sold by a wholesaler or dealer on and after January 1, 2015, whether or not sold at wholesale, or if not sold then at the same rate upon the use by the wholesaler or dealer. Requires any increase in the excise tax rate imposed on cigarettes on or after 1/1/2015 to trigger an automatic excise tax increase on other tobacco products on or after 1/1/2015. Requires the additional moneys collected under the excise tax to be deposited to the credit of the Hawaii cancer research special fund.

RELATING TO HEALTH. Increases the excise tax on the wholesale price of tobacco products, other than large cigars, sold by a wholesaler or dealer on and after January 1, 2015, and requires the excise tax on tobacco products other than large cigars to automatically increase by the same percentage as any increase in tax per cigarette or little cigar beginning on January 1, 2015.

RELATING TO ELECTRONIC SMOKING DEVICES. Requires persons engaged as wholesalers and dealers of electronic smoking devices and retailers of electronic smoking devices to obtain a license from the department of health. Limits the retail sale of electronic smoking devices to those retailers who also hold a retail tobacco permit. Specifies that the revenue from electronic smoking device license fees shall be used to support smoking cessation programs in the State. Amends Hawaii's anti-smoking statute to prohibit the use of electronic smoking devices in places open to the public and places of employment. Clarifies that the sale, distribution, or display of electronic smoking devices is restricted in the same manner as cigarettes and other tobacco products.

RELATING TO HEALTH. Increases the minimum age to purchase tobacco products, including electronic smoking devices, from eighteen to twenty-one. Makes conforming amendments.

RELATING TO IN VITRO FERTILIZATION INSURANCE COVERAGE. Provides insurance coverage equality for women who are diagnosed with infertility by making available to them expanded treatment options, ensuring adequate and affordable health care services.

RELATING TO OCCUPATIONAL THERAPY PRACTICE. Improves the regulation of occupational therapists and occupational therapy assistants by establishing an occupational therapy program and licensing requirements for occupational therapists and occupational therapy assistants.

RELATING TO TANNING. Makes it unlawful for tanning facilities and operators to allow use of tanning equipment by anyone under the age of eighteen. Requires all tanning facilities and operators to provide written notice, post warning signs, and meet certain requirements relating to the safe operation of tanning equipment.
