RELATING TO THE HAWAII LABOR RELATIONS BOARD. Authorizes notice of hearings to be served by electronic service through a company designated by the Hawaii labor relations board. Clarifies the process to replace a recused Hawaii labor relations board member representing labor.

RELATING TO PUBLIC COLLECTIVE BARGAINING. Defines a public grievance arbitration as an arbitration under a public collective bargaining agreement, excluding an arbitration pursuant to section 89-11(e). Decreases a public grievance arbitrator's authority to order additional discovery. Prohibits a public grievance arbitrator from awarding punitive damages, attorneys' fees and costs, or interest on any monetary award to either party. Limits compensation owed to a public grievance arbitrator. Excepts the application of certain sections of chapter 658A, HRS, to the public grievance arbitration process. Clarifies that a court order confirming an arbitration award shall not be used against either party in a subsequent proceeding relating to any other public grievance arbitration. Clarifies that an order establishing the jurisdiction of a public grievance arbitrator shall be immediately reviewable by the circuit court de novo.

RELATING TO NEPOTISM. Prohibits a public official or public employee from appointing, employing, promoting, or advancing a relative within an agency over which the public official or public employee exercises control or the relative of another public official or employee employed by or exercising control over the same agency, except for a person who is highly qualified for the position. Prohibits legislators from appointing, employing, or voting to confirm a relative. Makes Act applicable to justices and judges.

RELATING TO PUBLIC EMPLOYMENT. Conforms restrictions placed on the creation of civil service exempt positions and annual review requirements.

RELATING TO WORKERS' COMPENSATION. Requires independent medical examinations and permanent impairment rating examinations for workers' compensation claims to be performed by physicians mutually agreed upon by employers and employees. Allows for the use of an out-of-state physician under certain conditions. Repeals on 06/30/2018.
