RELATING TO HAWAII HEALTH SYSTEMS CORPORATION.

Allows for the transition of the Hawaii health systems corporation, a regional system, to a nonprofit hospital corporation incorporated in Hawaii before January 1, 2000.  Requires the nonprofit hospital corporation to maintain equivalent services in acquired regions for no less than five years.  Requires the State to continue to meet all financial obligations to public employees, including all benefits, pensions, and other financial obligations negotiated with public employees' unions before the effective date of this measure.  Effective on 1/1/2015; sunsets on 1/1/2025.  (SD1)

RELATING TO CULTURAL EXCHANGES BETWEEN HAWAII AND PUERTO RICO.

Establishes the Puerto Rican exchange commission to coordinate a cultural exchange program between Hawaii and Puerto Rico to honor and recognize the contributions of the Puerto Rican people and commemorate the arrival of the Puerto Ricans to Hawaii.

Establishes an annual electric vehicle user fee, which shall be deposited in the state highway fund.  (SD1)

Extends the sunset date of Act 46, SLH 2012, to authorize the Department of Transportation to extend the term of an airport concession, and to modify and amend the terms of any concession contracts, leases, and permits in exchange for revenue-enhancing improvements that are made or paid for by the concession.  (SD1)

Establishes the Pacific-Asia institute for resilience and sustainability to provide the structure and opportunity for a new generation of leaders to emerge who possess the ability to address Hawaii and the Pacific-Asia region's risks from natural and man-made hazards and to develop solutions for sustainable economic growth within the region's unique physical and cultural diversity.

RELATING TO TRANSPORTATION.

Specifies that a government agency does not assume ownership or jurisdiction over a disputed road solely through maintenance or repair activities.  Authorizes the State to quitclaim ownership of roads in favor of counties.  Establishes necessary funding for the maintenance and repair of disputed roads through the authorization of a county surcharge on state tax for counties that have not adopted an ordinance pursuant to section 46-16.8, HRS, at the rate of one-half percent.  (SD1)

RELATING TO GROUP HOMES.

Establishes and appropriates funds for the establishment of a registry for clean and sober homes within the department of health by July 1, 2015; amends the county zoning statute to comply with the federal Fair Housing Amendments Act and repeals definitions for terms that are defined elsewhere in the Hawaii Revised Statutes, are not used, or will be codified elsewhere in the Hawaii Revised Statutes; and excludes clean and sober homes from the residential landlord-tenant code.
