RELATING TO THE NEUROTRAUMA ADVISORY BOARD.

To facilitate meeting quorum requirements, reduces Neurotrauma Advisory Board membership from twenty-one to eleven members while maintaining representation of all existing parties.  Clarifies quorum and voting requirements and allows the Director of Health to add members from state and county who work in neurotrauma.  (SD1)

RELATING TO HIGHER EDUCATION.

Establishes a five-year pilot project at the Daniel K. Inouye college of pharmacy at the University of Hawaii at Hilo that ensures the financial self-sufficiency of the college.  Establishes a special fund for the college of pharmacy.  Appropriates moneys from the special fund.  Effective 7/1/2050.  (SD1)

RELATING TO SEWER SYSTEMS SERVICING ON HAWAIIAN HOME LANDS.

Clarifies counties' ownership of and responsibility for certain existing sewer systems and facilities servicing Hawaiian Home Lands.  Requires the counties to accept dedication or license of and responsibility for certain other sewer systems and facilities servicing Hawaiian Home Lands.  Effective July 1, 2020.  (SD1)

Repeals the limitation on the holding period for real estate acquired by the Employees' Retirement System by foreclosure, enforcement of security, or in satisfaction of debts.

RELATING TO PUBLIC WORKS OF ART.

Amends the criteria for the works of art to be commissioned to honor the late U.S. Senator Daniel K. Inouye and the late U.S. Representative Patsy T. Mink pursuant to Act 281, SLH 2013.  Amends the appropriation to a blank amount for each year of the 2013-2015 fiscal biennium.  Amends the expending agency.  Effective July 1, 2050.  (SD1)

RELATING TO TOURISM STIMULUS INCENTIVES.

Provides qualified employers a non-refundable income tax credit of a percentage of wages paid to qualified employees for a period after completion of hotel and resort construction or renovation.  Provides a general excise tax and a use tax exemption for certain hotel and resort construction or renovation.  Effective July 1, 2030.  (HB2169 HD1)
