A BILL FOR AN ACT

 

 

RELATING TO TRANSPORTATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The director of transportation shall conduct a feasibility study on the construction of an alternative access road to be built mauka of Farrington highway beginning at Lualualei Naval Magazine road that provides access into and out of the leeward coast of Oahu.  The study shall include at least the following:

     (1)  A cost-benefit analysis of establishing this mauka alternative access road;

     (2)  Identification and evaluation of desired, intended, and possibly unintended effects of establishing this mauka alternative access road;

     (3)  A timetable for the construction of this mauka alternative access road;

     (4)  Identification and evaluation of any other potential alternative access routes into the leeward coast that would be more cost-beneficial than this mauka alternative access road;

     (5)  A review of previous studies conducted to identify alternative access routes and determine the feasibility of establishing these routes into and out of the leeward coast; and

     (6)  Any other issues deemed necessary or relevant by the director of transportation.

     (b)  The director of transportation shall submit a written report of findings and recommendations, including any necessary proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2016.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $250,000 or so much thereof as may be necessary for fiscal year 2015-2016 and the same sum or so much thereof as may be necessary for fiscal year 2016-2017 for a feasibility study on the construction of an alternative access road to be built mauka of Farrington highway beginning at Lualualei Naval Magazine road that provides access into and out of the leeward coast of Oahu.

     The sums appropriated shall be expended by the department of transportation for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2015.
