A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE thirteenth SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $61,766,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2015-2016 for the purpose of capital improvement projects for the thirteenth senatorial district, as follows:

1.   Foreign Trade Zone facility

     A.   Facility improvements and Americans with Disabilities Act of 1990 retrofit.

          Total funding                              $1,320,000

     B.   Elevator replacement.

          Total funding                                $850,000

2.   Kawananakoa middle school

     A.   Additional construction and equipment for auditorium renovations; ground and site improvements; equipment and appurtenances.

          Construction                  $650,000

          Equipment                      $20,000

          Total funding                                $670,000

3.   Central middle school

     A.   Repaint all buildings and structures.

          Total funding                                $300,000

     B.   Repave and resurface Kukui and administration parking lots (1st priority) and Queen Emma parking lot (2nd priority).

          Total funding                                $310,000

4.   Lincoln elementary school

     A.   Air conditioning for classrooms.

          Plans                          $50,000

          Design                         $50,000

          Construction                  $100,000

          Equipment                     $200,000

5.   Maemae elementary school

     A.   Add covering, renovate, and expand basketball court.

     B.   Add field turf to the courtyard area.

6.   Lanakila elementary school

     A.   Gate installation, walkway construction, and crosswalk painting for safety issues.

     B.   Provide proper drainage between buildings C and D and the basketball courts.

7.   Roosevelt high school

     A.   Design and construction of new gymnasium and parking lot; ground and site improvements; and equipment and appurtenances.

8.   Liliha library

     A.   Replace Diamond Head retaining wall/slab.

          Design                        $119,000

     B.   Structural study.

          Total funding                                 $70,000

     C.   Install a pre-engineered fully covered carport sun shade structure on existing car parking deck to support a new photovoltaic system.

          Total funding                                $750,000

9.   Mayor Wright homes

     A.   Redevelopment of Mayor Wright homes property.

          Total funding                             $20,000,000

10.  Hawaii public housing authority

     A.   Redevelopment, design, and construction of the administration offices; creation of public housing and affordable rental housing; and development of a small commercial space at Hawaii public housing authority's location.

          Total funding                             $10,000,000

11.  Install light emitting diode (LED) lighting on Pali highway from School street to Wyllie street.

12.  Hawaii state law enforcement memorial

     A.   Construct a memorial in the capitol district.

13.  Kuakini Health System

     A.   Replace obsolete emergency generators that do not meet current code requirements.

14.  Rehabilitation Hospital of the Pacific

     A.   Retro fit elevators for patient rooms (2)

     B.   Replace facility water main.

          Total funding                                $150,000

     C.   Resurface main and service driveways.

          Total funding                                $200,000

     D.   Inpatient HVAC system to emergency power.

          Total funding                                $300,000

     E.   Air handlers to replace package units at Nuuanu clinic.

          Total funding                                $150,000

     F.   Full retro fit for elevators (2).

          Total funding                                $400,000

     G.   Replace domestic booster pump.

          Total funding                                $100,000

     H.   Replace parking gate.

          Total funding                                 $50,000

     SECTION 2.  The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2018, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the appropriate expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2015.
