RELATING TO MANUFACTURING.

Establishes and appropriates funds for the manufacturing development program, through which the high technology development corporation shall distribute grants to Hawaii manufacturers for various activities.

RELATING TO THE CREATIVE MEDIA INDUSTRY.

Assigns to the Hawaii tourism authority the responsibilities for film, television, digital, and new media development.  Repeals the film industry activities within the department of business, economic development, and tourism and makes conforming amendments.  Appropriates funds from the special fund to the Hawaii tourism authority for implementation of the film, television, digital, and new media development activities.

RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM.

Repeals particular special and revolving funds that have become dormant or unnecessary and transfers the unencumbered balances in those funds into the high technology loan revolving fund.

RELATING TO STATE PLANNING.

Requires the Office of Planning to review and propose updates to the State Planning Act and submit a written report to the Legislature.  Appropriates funds.  Effective July 1, 2015.

RELATING TO HIGH TECHNOLOGY.

Establishes the board for offshore high technology park review within the high technology development corporation.  Authorizes the issuance of special purpose revenue bonds to develop and implement an offshore high technology park and cable landing sites throughout the State.

RELATING TO BROADBAND.
