RELATING TO THE CHIEF ELECTION OFFICER. Specifies that the Chief Election Officer is an at-will employee. Requires a performance evaluation of the Chief Election Officer after a general election. Requires a public hearing on the Chief Election Officer's performance for purposes of considering reappointment.

RELATING TO VOTING. Provides that all applicants for a new or renewed driver's license, provisional license, instructional permit, or civil identification card must either clearly decline to register to vote or fill out the voter affidavit on their application before their application can be processed.

RELATING TO ELECTIONS. Prohibits disclosure of votes cast in a postponed election. Authorizes discretionary withholding of election results unrelated to postponement. Clarifies Governor's emergency postponement authority. Limits postponement period to seven days after an election.

RELATING TO ELECTIONS. Beginning with the primary election in 2016, requires the office of elections to implement elections by mail in a county with a population less than 100,000. In 2018, elections by mail will be held in one or more counties of similar size. Thereafter requires all federal, state, and county primary, special primary, general, special general, and special elections to be conducted by mail. Establishes voter service centers for the counties and islands, in lieu of traditional polling places. Requires voter service centers to provide services such as voter registration. Appropriates funds.

RELATING TO WRONGFUL IMPRISONMENT. Provides compensation and services to persons who can demonstrate they were wrongfully convicted of a crime and imprisoned.

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION. Authorizes the HHFDC Board of Directors to set the salary of its Executive Director. Requires the Board to consider altering the Executive Director's benefits package in exchange for a salary that exceeds that of civil service employees.

RELATING TO THE DWELLING UNIT REVOLVING FUND. Authorizes the Hawaii Housing Finance and Development Corporation, upon request by a county, to establish and operate for the county, a county affordable housing subaccount within the Dwelling Unit Revolving Fund.

RELATING TO A GENERAL EXCISE TAX EXEMPTION FOR MIXED-USE HOUSING PROJECTS. Establishes an exemption from general excise taxes for the development of mixed-use projects incorporating affordable housing units on state or county lands.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Expands the Hawaii Public Housing Authority's power to dispose of property seized, abandoned, or remaining upon eviction in and at public housing projects, elder or elderly housing, or state low-income housing projects.

RELATING TO HOUSING. Establishes the emergency home relocation special fund to assist persons dispossessed of their homes as a result of a natural disaster. Appropriates moneys.

RELATING TO AFFORDABLE HOUSING ON HAWAIIAN HOME LANDS. Extends the sunset date for provisions for affordable housing credits for affordable housing developed on Hawaiian home lands to July 1, 2021.

RELATING TO TAXATION. Imposes a conveyance tax on the conveyance of a controlling interest of an entity that has an interest in real property in the State. Applies to conveyances occurring after June 30, 2015.
