RELATING TO FAIR PUBLIC ACCESS. Requires the governor, legislature including the joint legislative access committee, and judiciary to ensure public access to information, services, and proceedings of the executive, legislative, and judicial branches, respectively. Authorizes the governor to convene a statewide fair access commission to review public access issues for the neighbor islands and rural Oahu. Appropriates funds to establish and carry out the work of the fair access commission. |

RELATING TO INFORMATION PRIVACY. Requires the information privacy and security council to establish best practices for the use, storage, and security of personal information entrusted to businesses and government agencies and report findings and proposed legislation to the legislature. |
