Authorizes the issuance of general obligation bonds and appropriate funds to the Hawaii public housing authority to leverage funds for the redevelopment of the Mayor Wright Homes property.  Requires dollar-for-dollar matching with private or federal funds before appropriations shall be made available.

Allows a portion of conveyance tax revenues dedicated to the rental housing trust fund to be monetized to increase the amount of funding for the rental housing trust fund.  Authorizes the issuance of revenue bonds to finance the rental housing trust fund.

RELATING TO TAXATION.

Requires each rental housing project with a general excise tax exemption to enter into a regulatory agreement with the Hawaii housing finance and development corporation to ensure the project's continued eligibility for the tax exemption.  Establishes minimum terms for the agreements depending on the type of project.

Adds a preference for rental housing trust fund project applicants that receive federal low-income housing tax credits.  Takes effect on 1/1/2016.

RELATING TO TAXATION.

Increases the income tax standard deduction for an individual who is not married and not a surviving spouse or a head of household or an individual who is married and filing a separate return; amends income tax credit for low-income household renters; amends the refundable food/excise tax credit by amending income-based credit amounts; increases the excise tax levied on wholesale sales from 0.5 per cent to 1.0 per cent; requires the department of taxation to establish an additional five full-time permanent investigators; and appropriates funds to the department of taxation to fund the additional investigator positions.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Adds a definition for "contested case".  Amends the deadline to intervene in a proceeding to accept a developer's proposal to thirty days after the first public hearing on a developer's proposal.  Requires HCDA to make certain findings on the proposed project and its impacts, including concerns expressed by community residents and stakeholders, in order to approve the proposed development.  Requires developers to abide by all representations and commitments made in the permit application process.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Requires HCDA to establish rules to require reserved and workforce housing in developments.  Amends definition of reserved housing and creates definition of workforce housing.  Provides for establishing rules for the rental of reserved and workforce housing.

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION.

Amends the composition of the Hawaii housing finance and development corporation board of directors to require that four of the nine voting members shall be public members appointed by the governor and nominated by each county council.

RELATING TO RENTAL HOUSING.

Requires the department of taxation to allow a taxpayer to designate or "check-off" that a specified amount of the taxpayer's income tax refund be paid to the rental housing trust fund.  Applies to taxable years beginning after 12/31/15.

RELATING TO PUBLIC ORDER.

Establishes the process and grounds for a person to petition the court to vacate a conviction for obstructing a public place on grounds that the person was homeless at the time of committing the offense.

RELATING TO THE HOUSELESS BILL OF RIGHTS.

Defines specific rights granted to a person who is houseless including equal access to housing, jobs, and shelters, equal treatment by government agencies, and access to life-sustaining activities and essential services.
