RELATING TO INTERPRETER REFERRAL SERVICES.

Makes an appropriation to the department of human services for an interpreter referral service for public and private entities serving individuals who are not participants of the department of human services' vocational rehabilitation program.

RELATING TO IDENTIFICATION CARDS.

Requires a fee waiver for the issuance of a civil identification card in certain cases for a person who is homeless, provided homeless status is verified with an official letter.

RELATING TO IDENTIFICATION CARDS.

Allows the examiner of drivers to accept a sworn statement from a victim services organization, attorney, member of the clergy, or medical or health professional as documentary evidence of a homeless person's address, date and place of birth, occupation, or social security number.

RELATING TO HOUSING.

Establishes the homeownership revolving fund to assist households whose income does not exceed 80 per cent of the area median income by allowing the households to pay no debt service for the first sixty months and then pay interest on a graduated scale.

RELATING TO THE RENTAL ASSISTANCE REVOLVING FUND.

Restricts the ability of the Hawaii housing finance and development corporation to use the rental assistance revolving fund for projects relating to affordable rental housing.

RELATING TO TAXATION.

Establishes a tax incentive for landlords who provide rental units for persons earning below 80 per cent of the area median income.
