Prohibits the use of tobacco products and electronic smoking devices on premises of the facilities operated by the Hawaii Health Systems Corporation (HHSC).  Requires HHSC to offer tobacco cessation programs to its employees.  (HB586 HD1)

Specifies that citizen complaints against a police officer that involve allegations of domestic abuse against a family or household member on the part of the police officer shall not be required to be in writing or sworn to by the complainant.

RELATING TO DOMESTIC VIOLENCE.

Requires the Department of Health (DOH) to conduct reviews of domestic violence fatalities, near-deaths, and suicides.  Authorizes DOH to enter into memoranda of understanding to obtain information relating to near-deaths resulting from intimate partner violence.  (HB448 HD1)

RELATING TO MOTOR VEHICLE DRIVER LICENSING.

Authorizes the issuance of limited purpose driver's licenses, provisional licenses, and instruction permits for individuals who are otherwise eligible for a license or permit but do not present proof of authorized presence in the United States.

Creates procedural and administrative requirements for law enforcement agencies for eyewitness identifications of suspects in criminal investigations.  Grants a defendant the right to challenge an eyewitness identification to be used at trial in a pretrial evidentiary hearing.  Takes effect 01/01/2016.

RELATING TO DENTISTRY.

Allows the board of dental examiners to summarily suspend a license upon a specific determination that the failure to take such action may result in an immediate and unreasonable threat to personal safety or of fraud that jeopardizes or endangers the health or safety of patients.  (HB268 HD1)

Status

RELATING TO EVIDENCE.

Limits compelled disclosure of sources or unpublished information by journalists, newscasters and persons participating in collection or dissemination of news or information of substantial public interest. Establishes exceptions.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.  Those wishing to provide oral testimony will be limited to two minutes.
