RELATING TO CORRECTIONAL FACILITIES.

Directs the executive branch to prepare preliminary design and request for proposals for the design, construction, and operation of a correctional facility.  Appropriates moneys.

RELATING TO PUBLIC SAFETY.

Requires the department of public safety to collect data relating to the number of incoming offenders into the state correctional system who are parents and the number of children they have that are under the age of eighteen.

Status

RELATING TO PAROLE.

Establishes an earned-time program under which a person may be eligible for parole prior to the expiration of the person's minimum term of incarceration.  The person must show progress toward rehabilitation with improved social skills or participation in educational, occupational, or counseling programs.  Requires the department of public safety to review each person's performance annually to determine if the person merits an earned-time deduction.

RELATING TO COURT ORDERS TO PROVIDE MEDICAL TREATMENT FOR INMATES AND DETAINEES IN CORRECTIONAL FACILITIES.

Allows for a declaration to be filed with the petition as an alternative to an affidavit; expands the court's ability to continue the hearing on the petition for good cause; gives the court more flexibility in deciding when a guardian ad litem is necessary; changes the time requirement for filing for a court order for medical treatment from a period of within two days of an examination of the person to within five days; redefines the persons who must be notified of the petition; clarifies the effective expiration date of the order for persons who return to custody after release; and provides the ability for the department to seek an extension of an order to treat if necessary.

RELATING TO EMERGENCY MANAGEMENT.

Allows the news media to access areas that are closed pursuant to emergency management powers of the governor and mayor.

RELATING TO THE UNIVERSITY OF HAWAII.

Appropriates moneys to the University of Hawaii Sea Grant College Program to develop disaster preparedness educational materials and conduct community outreach seminars.

RELATING TO PROPERTY INSURANCE.

Authorizes the Hawaii property insurance association to spend funds in the Hawaii hurricane relief fund to pay for extraordinary losses caused by the flow of lava or other volcanic activity.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
