Authorizes the counties to establish and charge user fees for stormwater management.

Updates chapter 329, Hawaii Revised Statutes, to make it consistent with amendments in federal law on controlled substances; amends section 329-20 to add new controlled substances federally scheduled as required under section 329-11.

RELATING TO INTOXICATING LIQUOR.

Permits the liquor commission to allow a restaurant licensee to sell malt beverages manufactured on the restaurant premises in brewery-sealed kegs and growlers.  Defines "growler" as a glass or metal container, not to exceed one half-gallon, which shall be securely sealed.

Establishes conditions under which liquor may be sold at street closure events.

RELATING TO INCARCERATED PARENTS.

Requires PSD intake service centers to coordinate the collection of data regarding incarcerated parents.

RELATING TO THE HAWAII STATE BUILDING CODES.

Authorizes the governing body of each county to adopt, as appropriate, the most recent internationally and nationally recognized codes and standards if the state building code council has not adopted new model building codes and standards as required in section 107-24, Hawaii Revised Statutes.
