RELATING TO FOREST STEWARDSHIP.
Increases the reimbursement rate for participants of the forest stewardship program.  Clarifies that long-term leaseholders are eligible to participate in the program.  Requires forest stewardship program applicants to enter into a program implementation agreement with BLNR, upon approval of the forest stewardship management plan by BLNR.  Defines "program implementation agreement".  (SD1)

RELATING TO LONG-TERM CARE FACILITIES.
Requires the department of human services to track the annual costs, reimbursements, and shortfalls that long-term care facilities experience due to the current long-term care reimbursement rate, as well as the potential impact of a reimbursement rate increase, and provide a report to the legislature every three years beginning in 2018.  (SD1)

RELATING TO SUBSTANCE ABUSE TREATMENT.
Appropriates funds to the department of health to improve the treatment of substance abuse and co-occurring mental health disorders by establishing a comprehensive and coordinated continuum of treatment services.  Establishes within the department a task force for improving substance use disorder and co-occurring disorder treatment.  Repeals on 6/30/2017.  (SD1)

RELATING TO SEXUAL ASSAULT.

RELATING TO THE CREATIVE MEDIA INDUSTRY.
Assigns to the Hawaii tourism authority the responsibilities for film, television, digital, and new media development.  Repeals the film industry activities within the department of business, economic development, and tourism and makes conforming amendments.  Appropriates funds from the film, television, digital, and new media development special fund to the Hawaii tourism authority for implementation of the film, television, digital, and new media development activities.  (SD1)

RELATING TO THE CAPITAL INFRASTRUCTURE TAX CREDIT.
Setting the maximum amount of capital infrastructure tax credits that may be issued to a qualified infrastructure tenant in any taxable year at $2,500,000.  Allows any capital infrastructure tax credit in excess of the maximum amount to be applied to subsequent tax years.  Requires a qualified infrastructure tenant to expend $40,000,000 before the release of tax credits.  (SD1)

RELATING TO HISTORIC PRESERVATION.
Amends the definition of "historic property" to include the requirement that the property be eligible for listing on the Hawaii register of historic places or is located in a historic district.  Requires the state historic preservation division of the department of land and natural resources to conduct a survey on properties eligible for listing on the Hawaii register of historic places and to provide owners of historic property with notice of the property's likely eligibility.  Appropriates funds to conduct the survey and notify property owners.  Effective 7/1/2050.  Repeals 12/31/2018.  (SD1)
